Resilience Is Designed
Before the Crisis.
Risk Management is not an extraordinary measure. It is the deliberate design of
decisions and communication – before,
during, and after a crisis.
Before a Crisis
Defining Risk
- Risk identification and analysis
- Shared understanding of risk
- Prioritization of actionable risk
During a Crisis
Sustaining Action
- Continuity planning for operations and activities
- Scenario simulations and exercise
- Documented response procedures
After a Crisis
Memory, Learning, and Trust
- Communicating and responding transparently
- Continuous learning in risk management
- Evidence-based and science-informed decision-making

Toward a Culture of Resilience
Hinata Tanaka
─ Owner of Sunny Risk Management / Risk Management Consultant
The concept of crisis management emerged in the United States in the twentieth century. In Japan, however, broader societal recognition of crisis management developed relatively recently, gaining momentum in the late 1990s. Over the past three decades, Japan has faced unprecedented natural disasters, serious crimes, evolving geopolitical tensions, and the rapid expansion of digital risks. These experiences have accelerated efforts to strengthen preparedness and governance. Since around 2010, Business Continuity Planning (BCP) has gradually expanded from large corporations and prefectural governments to smaller enterprises and municipalities. Yet challenges remain — including limited expertise, human resources, and financial capacity. Sunny Risk Management promotes public understanding of crisis management while providing sustainable, professional support. Our aim is to foster a culture in which individuals and organizations can approach risk with clarity and confidence. In an increasingly complex society, we believe that resilience is not built by reaction alone, but through the steady cultivation of crisis management as a shared practice.
